With ref: to your letter of the 2nd inst. & its inclos: rel: to the suspension of the Viceroy of Canton’s Proclamation, issued at the request of Vice Admiral Sir H. Keppel, forbidding Junks or Fishing Boats to carry arms, & requesting the opinion of my Lords &c. in this matter; I am commanded by their Lordships to acquaint you
Though the plan of total disarmament of Chinese Junks &c. by H.M. Govt. can hardly be said to have been tried & to have failed, it has broken down on the ground on which my Lords have always maintained it would be fatal to it, i.e. that the Chinese Govt. could not enforce total disarmament on its own honest traders, until it was prepared to ensure thorough protection of ...
